Managed to get the driver swap system to work last night (Thanks to @VoodooChild @o Coxon o @Gasarn @Vansinnes for hanging around and joining as test rats for me :) )

We got it working in as far as getting teams to work, and allow the driver swap to work, however, it looks like there are currently some issue with the game.
Once the last driver has changed into the car, they are unable to request another driver swap (back to a previous driver). They are also unable to pit themselves (for repairs / tires / fuel).
Hopefully this will be fixed soon.

See below for an example of the 'Entrylist' section of the servers settings

Orange text is to highlight everything in the section
Blue text is Team 1 (2 drivers)
Green text is Team 2 (3 drivers)
Red text is comments (remove if copy pasting into a sever config - I don't think the \\ makes it ignored)

"overrideDriverInfo": 1, \\ This tells the server to use the manually entered firstName / lastName listed above (leave as 0 for the game to use the clients 'profile' settings)

To get the DriverID:

Go to:

Type in the users SteamID, and in most cases it should find the number:
You are looking for the steamID64 entry (16 digits)

When adding to the entry list, you must add an 'S' at the start of the 16 digit number.
